I'm not too sure about planting for colder climate but according to my Yates Garden Guide (from NZ so will be for a cold climate), tomatoes like warm sunny weather away from the wind. It says to sow when danger of frost is over. For transplanting, soak the ground the day before so it's moist. Transplanting should be done when the seedlings are showing signs of vigorous leaf and second stem growth, and for tomatoes, when the soil is warm - the warmer the better.

Hope this helps a bit - I'm pretty new to gardening myself and have in fact fluked it so far and been lucky with the rain! I was expecting my garden to be dead when I got back from holidays so it was a nice surprise to find it lush and green.
